Biography
Andrew Leung Kwan-yuen (Chinese: 梁君彥; born 24 February 1951) is a Hong Kong politician who was the President of the Legislative Council of Hong Kong between 2016 and 2025. He was elected to the legislature representing the Industrial (First) functional constituency before retiring in 2025, and served as the chairman of Business and Professionals Alliance for Hong Kong (BPA), the second largest party in the Legislative Council, from October 2012 to October 2016. During his nine-year presidency, the Legislative Council underwent revamp that saw the pro-democracy opposition removed and barred from being elected following Beijing's imposition of national security law, while the chamber fast-tracked legislations and was slammed for lacking meaningful debates.
